Position Summary: The Law Clerk manages the day-to-day operations within the his/her administrative program including the supervision and development of staff and the efficient and effective management of the program resources to support the Huu-ay-aht First Nations Strategic Plan in daily consultation with the Executive Director.

Law Clerk:

  • Designing, implementing, and sustaining a registry of key governance documents.
  • Designing, implementing and sustaining a communication and correspondence management framework.
  • Designing, implementing and sustaining a consistent and coordinated system of administrative tools, policy development, records management; and correspondence.
  • Maintaining confidentiality and neutrality at all times.
  • Advising various Huu-ay-aht public bodies as described in s.104 of the Government Act

Citizenship Registrar:

  • Maintains a list of the Indian Registry and Band Lists by A.A.N.D.C. as well as Huu-ay-aht First Nations Citizenship Enrolment.
  • All duties related to the Citizenship Registrar and the Indian Registry Administrator.

Job Duties:

Law Clerk : All the roles and responsibilities of the Law Clerk as set out in the Government Act, s. 104, including the following: 

  • Ensures the accurate preparation, safe preservation and appropriate distribution of records of proceedings of government in accordance with the Government Act.
  • Gives appropriate and timely notice of meetings of government.
  • Prepares and distributes meeting agendas.
  • Assembles and distributes reports and other materials for meetings of government.
  • Provides technical advice and assistance to members of government and the Speaker, including with respect to the form and content of motions and legislation.
  • Advises members of government and the Speaker on the interpretation and application of HFN legislation and rules as outlined in the Government Act.
  • Maintains the Registry of Laws and Official Records in accordance with the Government Act, s. 106.
  • Provides access to and copies of registry documents upon request in accordance with the Government Act, s. 106 & 107.
  • Keeps Executive Director apprised of all work being done for the HFN bodies and persons specified in s. 104 of the Government Act.
  • Participates in the administration of the HFN elections, set out in the Election Act.
  • And such other related duties as may be assigned by the Executive Director.

Citizenship Clerk

  • Ensures that all documents are processed for registry with accuracy ie: birth certificates and consent forms are correct.
  • Attends and prepares for monthly meetings with Citizenship committee to review applications.
  • Processes status/citizenship cards with accuracy to Huu-ay-aht First Nations Citizens.
  • Provides information re: Registry and Eligibility and Enrolment.
  • And such other related duties as may be assigned by the Executive Director. 
Qualifications 

Operational Requirements: 

  • Valid class 5 driver’s licence.
  • Some travel, including overnight and or weekends. Possible US domestic travel.
  • Willingness and ability to work overtime, including evenings and weekends.
  • Successful background check, including employment verification, reference checks, and education/credential verification.

Education and Experience Requirements:

  • Demonstrated ability and experience in upholding the HFN organizational Values: Professionalism, Respect, Health, Effective Communication, Trust, Support.
  • University degree in public administration, business administration or related field.
  • 5+ year’s experience in corporate, government, or board administration, ideally in a First Nations government environment.
  • Demonstrated and successful experience planning, organizing, managing and communicating activities.
  • Ability to build rapport and use a participative approach within a team environment.
  • Excellent organization and problem-solving skills.
  • Excellent oral and written communication and presentation skills.
  • Ability to promote a performance-focused environment in alignment with the HFN’s values, culture and business goals.
