Term Position: LNG Training & Employment Manager

Reports to: Director of Implementation

Location:  Port Alberni and Anacla Government Offices

Salary Range:  $40,000 - $65,000

 

Position Summary:  The LNG Training & Employment Manager will ensure that HFN citizen are positioned to access any employment opportunities arising from the LNG Project.

Key Accountabilities:

  • Work with community members and stakeholders to identify the types of programs and services that are needed for capacity building towards employment;
  • Develop skills inventories and tracking systems for key program evaluation indicators;
  • Proactively manage training, education and work experiences of HFN citizens – planning, support, problem solving;
  • Establish and monitor goals and performance, and devise evaluation methods to assess the effectiveness of the Employment and Training Strategy;
  • Maintaining confidentiality and neutrality at all times.
  • Promoting a performance-focused environment in alignment with the HFN’s values, culture and business goals.

 

Job Duties: 

  • Liaise to identify qualified HFN Citizens and immediate HFN family members to participate in fieldwork for the Project on a contract basis;
  • Screen and identify potentially qualified candidates in accordance with posted education, training, work experience or equivalency requirements for vacant full-time, part-time or contract positions in connection with the Project and forward resumes of potentially qualified candidates to relevant procurers;
  • Act a contact point for procurers regarding employment opportunities in connection with the project.  Act as the channel of information and feedback between procurers and HFN Citizens and Immediate HFN family members;
  • Identify training requirements of candidates to meet hiring criteria for the positions described in the Employment Setting;
  • Identify funding opportunities for training and education programs;
  • Liaise with Procurers to identify and recruit mentors from procurers to work with the candidates for shadow programs and otherwise;
  • Identify candidates for position shadowing.  Prepare position shadowing programs for candidates, which may include shadowing in multiple employment opportunities and identifying who has responsibility for the candidate during his or her position shadowing program;
  • Map out with each candidate a training program that will help such candidate reach his or her career and employment goals (long and short term), and identify mentors for such candidates;
  • Communicate full-time, part-time and contract positions that are available in connection with the Project for HFN Citizens and immediate HFN family members;
  • Identify HFN and Procurer employment partners (contractors, suppliers, trades);
  • Track and report on training and employment and other relevant information to the Developer, HFN and Project Oversight Board;
  • Other responsibilities established by HFN that are consistent with the preceding responsibilities.
Qualifications 

Operational Requirements:

  • Valid class 5 driver’s licence;
  • Some travel, including overnight and or weekends;
  • Willingness and ability to work overtime, including evenings and weekends;
  • Successful background check, including employment verification, reference checks, and education/credential verification;
  • Office location: shared between HFN Anacla and Port Alberni Offices; Company vehicle provided for travel between offices.

Qualifications for position:

  • Demonstrated ability and experience in upholding the HFN Organizational Values: Professionalism, Respect, Health, Effective Communication, Trust, Support
  • University degree in community development, planning, education, First Nations studies or related field;

•       Excellent organizational skills, facilitation, consultation and community engagement skills;

•       Required awareness of First Nation’s culture and protocol;

•       Significant experience in culturally appropriate education and engagement programs;

•       Demonstrated ability to secure funding and strategic partnerships in support of program objectives;

•       Must have excellent ability to communicate both oral, written and presentation skills;

•       Computer skills—Word, Excel, Outlook, PowerPoint.
