Reporting to Chief and Council, the Tribal Administrator oversees and directs the operations of the organization to meet the Nation's vision, mission, and values.  This position is responsible for the ongoing success of the Nation's operations, providing sound leadership and direction to its employees and establishing and maintaining long-term relationships with external business partners.

Duties and Responsibilities:

Responsibility to the Chief and Council

  • Advise the Chief and Council and its committees on matters under their control and direction to enable them to make sound decisions.
  • Oversee the implementation of the decisions and policies from Chief and Council.
  • Report to the Chief and Council on the Nation’s ability to meet its strategic and operational objectives.
  • Identify and supply recommendations regarding potential opportunities for improvement for the efficient operation of all departments, programs, and activities of the Nation.
  • Attend Council and Committee meetings and prepare necessary documentation, including agenda, monthly reports, and briefing materials.

Responsibility to the Nation’s Operations

  • Manage the Nation’s operations to meet the objectives outlined by Chief and Council.
  • Develop, implement, and provide leadership for the short and long-term tactical and strategic plans to meet the Nation’s business objectives and goals.
  • Provide governance to the Nation’s operations.
  • Monitor relevant legislations, regulations, and standards and ensure that the Nation is in compliance.
  • Oversee the department managers to ensure that their programs and services are achieving their objectives, that their human resources are appropriately managed and that they are operating within approved budgets.
  • Provide direction on complex human resources claims, such as discrimination, harassment, workplace safety, and when necessary, participate in the resolution process.
  • Assists the Chief Financial Officer in administrating and managing the financial performance of the Nation.
  • Establish and maintain key relationships with strategic external stakeholders, including governments, First Nation organizations, professional organizations and other agencies.
  • Facilitate and oversee any auditing conducted by third parties to ensure effective resolution and swift closure of auditing activities.
  • Oversee the procurement process and maintenance of contracts and service agreements with third party suppliers and/or service providers.

Managerial Responsibilities

  • Plan, co-ordinate, and oversee the delivery of the activities of the program or service to meet the department’s objectives.
  • Manage the financial performance of the department by preparing and operating within approved budgets and reporting discrepancies.
  • Identify and manage staffing needs within approved budgets and participate in the recruitment and selection of staff.
  • Provide leadership, motivation, and direction to the department’s employees from hiring to termination, including the areas of training, development, performance, conflict resolution, and task allocation.
  • Create a safe work environment that respects all people, including employees, co-workers, and stakeholders.
  • Represent the Nation and foster a culture that supports the Nation’s vision, mission, values, and objectives
  • Uphold the Nation’s policies, procedures, and practices including financial, human resources, and safety initiatives.

Qualifications 

Education, training and certificates

  • BA or Masters in Public or Business Administration

Work experience

  • 5 years of experience in leadership-level position involving business development, financial analysis and strategic planning.
  • Experience working with First Nations Administrations & Aboriginal Communities.

  • Knowledge:
    • Financial reports and budgetary processes, government and corporate legislations, change management, leadership principles, MS Office (including Word, Excel, PowerPoint, Outlook)
  • Skills and abilities:
    • Strategic planning and implementation, negotiation, leadership, written communication, verbal and presentation skills, conflict resolution, time management, establish priorities, people management skills
  • Attributes:

Working Environment:

Work Conditions

  • Works in an office setting, primarily in a stationary position for the majority of the day.
  • May be required to work remotely and work extended hours.
  • Uses computer and telephone throughout day.

Physical requirements

  • Must able to remain stationary for prolonged periods of time.

Travel requirements

May be require to travel by car, boat or plane.
