The Tla-o-qui-aht First Nation (TFN) is seeking a full time Emergency Preparedness Coordinator (EPC) and Public Works Administrative Assistant to oversee and coordinate the community’s emergency management program and assist with administrative duties for the Public Works Manager. As the EPC, you will develop, maintain, and implement emergency response plans; the overall emergency program; emergency volunteer programs; promote community involvement and develop and manage programs that engage community partners and stakeholders in emergency planning, preparedness and response. EPC Administrative Assistant will also oversee the day to day activities of the Public Works office.
This person will report to the Public Works Manager.
Duties and Responsibilities
Emergency Preparedness Coordinator
• Staff liaison for the Emergency Preparedness Committee
• Build a network of partnerships with local authority staff, external agencies and neighbouring First Nations communities that have a role in local authority’s emergency management efforts
• Ensure the development and maintenance of community emergency plans
• Maintain updated contact lists of First Responders and local emergency authorities
• Establish a process for emergency plan maintenance and updates
• Maintain a primary Emergency Operating Centre (EOC) and at least one EOC back-up facility, and ensure that both EOC’s are properly resourced
• Ensure EOC equipment and supplies are maintained, tested, and replenished as required
• Develop, deliver and monitor the implementation of volunteer-based emergency response programs.
• Establish and maintain Emergency Operation Centre and Emergency Social Services teams
• Develop regular education/awareness programs for staff (EOC, ESS, and local authority personnel), local businesses, volunteers and the community
• Design, deliver and evaluate tabletop exercise programs
• Prepare a draft budget for the Emergency management program with the Public Works Manager and monitor expenditures
• Maintain records of all programs and activities, and related statistics
• Create content for the website and other communications materials related to programs and projects within the portfolio
• Assume the role of Liaison in the EOC or Emergency Social Services Director at the Community Reception Centre

Public Works Administrative Assistant
• Manage communications including screening and prioritizing emails, reviewing and prioritizing phone messages, email communications, and sorting and prioritizing mail;
• Follow up on deadlines and commitments made to or by the Public Works Manager
• Prepare and distribution of staff memos on behalf of Public Works Manager
• Schedule outreach meetings with local community members to discover their issues and concerns
• Follow up on deadlines and commitments made to by Public Works Manager
Knowledge, Skills and Abilities Required
• Knowledge of emergency management concepts, regulations, requirements, and procedures (Certificate in Emergency Management preferred)
• Volunteer experience
• Disaster response experience
• Advanced skills and knowledge using MS Office software (Excel, Word, PowerPoint, Outlook) Adobe Acrobat and multiple calendar management - Required
• Demonstrate excellent oral and written communication skills
• Resourceful, with the ability to prioritize, multitask and meet deadlines with minimal supervision
• Exercises independent judgment in planning, organizing, scheduling of work
• Exercises initiative and adapts procedures to address unusual problems and resolves conflict
Required Training, Education and Experience
• Experience working in the field of emergency management, volunteer management, or community engagement an asset
• Experience in an administration or office environment
• Minimum successful completion of Grade 12
• Preference to candidates with completed post-secondary studies, particularly in emergency management, volunteer management, business administration, public administration, community development, political sciences, or related disciplines
• Flexible schedule to allow for travel and outside of office hours to attend meetings and training workshops
• Valid Class 5 BC Drivers license with access to vehicle - Required
This is a full-time temporary position located at our Main Office in Tofino, BC with the possibility of extension.
