Position Summary:  The Chief Financial Officer (CFO) is responsible for the management of the finance department and all financial aspects of the Huu-ay-aht First Nations Government.  The CFO has a large scope of responsibilities with the organization (and support for the Government’s entities).  The CFO reports to the Executive Director and must work closely with and support the Executive Council and the Legislature, which includes providing financial advice. 

The CFO is responsible for providing and overseeing a broad range of financial management services, advice and expertise.  Working closely with Senior Managers and elected officials, and as a member of the Senior Management Team, this position is responsible for analyzing financial management matters, identifying alternatives and recommending solutions that address immediate and longer term operational and strategic requirements.  The CFO is also responsible for providing day-to-day financial administration in support of procurement, financial accountability, transparency and sound financial governance, in accordance with legislation, policies and procedures, and generally all accepted account principles.

As the CFO, you are the Government’s primary accountant, and you provide the information to the accounting and financial management decisions.  The CFO supervises the finance department, represents the Government on various financial matters internally and externally, provides financial advice in written and oral form to the Legislature, Council and Committees, and helps lead the financial strategy for the Government through collaboration with other management and elected officials.  The CFO must be a strategic thinker that reviews financial trends, prepares financial plans, and provides recommendations on sources and uses of funds.  The CFO analyzes department budgets, ensures actions are in line with legal requirements, monitors cash flow and reports the appropriate financial matters to the Executive Director, and/or the applicable areas of Government including to Huu-ay-aht Citizens.  

Key Accountabilities:

  • Provide management support to the Executive Director and other senior administration.
  • Prepare the annual budget and financial plan for Executive Council.
  • Report monthly to the Finance Committee and prepare the monthly and quarterly unaudited financial reports.
  • Report to Finance Committee and Executive Council annually on the financial performance of the Government (and entities), and prepare the annual financial statements for audit, and manage the annual year-end process.
  • Provide financial advice and accounting support to the Government’s entities, as required.
  • Attend and report to the Government meetings, as requested.
  • Sustain control systems necessary to ensure the effective administration of HFN finances and assets.
  • Engage with outside agencies for fund reporting, auditing, certification and compliance reporting.
  • Oversee accounts receivable, accounts payable, payroll and internal reporting.
  • Provide technical and other assistance to the Finance Committee.
  • Maintain confidentiality and neutrality.
  • Manage the Finance Department and budget in accordance with HFN standards and performance expectations. 
  • Recruit, coach and support assigned staff.
  • Ensure timelines and budget cycles are followed in accordance with the HFN Financial Administration Act.
  • Promote a performance-focused environment aligned with HFN’s values, culture and business goals.

Job Duties will include but not limited to:

Financial Administration and Reporting

  • Administer and monitor HFN’s financial system and maintain in an accurate and timely manner, in accordance with established accounting practice and HFN’s policies and procedures.
  • Support and implements strategic initiatives defined in the Huu ay aht Strategic Plan.
  • Coordinate, communicate and engage with outside agencies for auditing, certification, and fund compliance reporting.

Accounting and Payroll

  • Assist with annual report ensuring financial aspects are included as per the HFN FAA.
  • Assist with the annual audit.
  • Ensure that the Chart of Accounts provides the basis for appropriate disclosure of financial information that is useful for management and accountability purposes.
  • Monitor cash reserves and investments.
  • Ensure Procdesses in payroll ACCPAC system

Audit

  • Coordinate preparation for the year-end audit(s) and support external auditor(s) in the collection and compilation of information required for the preparation of annual financial statements and reports (audit of HFN and their business entities).
  • Prepare and present regular and special financial reports, including the annual audited financial statements, to the Executive Director, Finance Committee, and the Huu-ay-aht Executive Council, Huu-ay-aht Programs and Departments.Prepare, and coordinate the presentation of the annual financial reports to the Huu-ay-aht citizens, as assigned

 

Property Taxes

  • Oversee the management of the HFN Real Property Tax Act.
  • Issue tax certificates and exemption certificates under the direction of the Executive Director and provide exemption certificates to the property owner.
  • Prepare and submit to the Huu-ay-aht Taxation Authority a draft Real Property Tax budget for the next fiscal year, and once approved, incorporates it into the annual budget under the Financial Administration Act.
Qualifications 

Operational Requirements:

  • Valid class 5 driver’s license.
  • Some travel, including overnight and or weekends.Possible US domestic travel.
  • Willingness and ability to work overtime, including evenings and weekends.
  • Successful background check, including employment verification, reference checks, credit inquiries and education/credential verification.

Job Requirements:

For consideration of your application you must clearly demonstrate how you meet the education and experience as outlined below:

  • Degree and 5 years of progressively relevant financial management experience.An equivalent combination of education and experience may be considered.
  • Experience working with financial and government legislation.
  • Experience working with complex accounting issues in accordance with Generally Accepted Accounting Principles (GAAP), and knowledge of Public Sector Accounting Standards (PSAS).
  • Experience with financial planning, management, accounting issues and budget cycles.
  • Experience preparing and presenting financial information to facilitate executive decision making.
  • Experience managing a team of accounting staff and professionals.
  • Experience in managing all aspects of AR, AP and GL reconciliation
  • Preference may be given to applicants with a professional accounting designation (CPA, CA, CGA, CMA), and/or Certified Aboriginal Finance (CAFM) or equivalent.
  • Experience working with Government & Public sector (GPS) and First Nations preferred.
